Definition
An <AUTHORIZATION PLAN> is a <PLAN> that is an <InformationObject> and a high level plan, justification, and forecast for design and construction of a Plant. The authorization plan describes how funds, people, and resources are to be allocated for the plant project. It is an <InformationObject> and a document used internally; it is sometimes called a White Paper
