A <DESIGN PHILOSOPHY> is a <PHILOSOPHY REPORT> that describes a set of ideas, beliefs, or underlying theory. e.g. for Process, the process sizing and design criteria., or whether to use 2D CAD vs 3D CAD vs Physical Block Model
